Sam commanded by instructions of the Secretary of State for the Colonies, to transmit to you, for the information of Secretary Lytton, statement of Balances standing to the credit of Naval Services at the Colonial Office on account of which Marris have been drawn in the past with reference to certain items, with the passage of the C.O. I am to request that you will state if the same are irrecoverable, and to request that they be paid to the credit of Naval Services from the H. Merivale Exchequer.
